Introduction

This publication contains statistics for the National Tutoring Programme for the 2022/23 Academic Year. The data covers England only. 

You can find statistics for the National Tutoring Programme for the 2021/22 Academic Year here and statistics for the 2023/24 Academic Year here.

The National Tutoring Programme (NTP) is a scheme that provides support for pupils and students most affected by disruption to their education as a result of the coronavirus (COVID-19) pandemic. In the 2022 to 2023 academic year, the Department for Education (DfE) provided core funding for the NTP directly to schools to enable them to decide how best to provide tutoring for their pupils. There are 3 routes to providing tuition: academic mentors, tuition partners and school-led tutoring. Schools can participate in multiple routes. 

This publication provides, for 2022/23:

  • estimates of the total number of tutoring courses delivered, hours of tutoring delivered and the number of pupils who had tutoring delivered to them for the academic year. 
  • estimates of the percentages of schools who participated in the National Tutoring Programme for the academic year.
  • characteristics of pupils who received tutoring up to 18th May 2023.

The publication also includes estimates for the total number of starts made by pupils on NTP courses since NTP began in 2020/21.

For 2022/23, DfE simplified our process for collecting data from schools on participation in NTP. In 2021-22, we had three separate data collection mechanisms for each of the three NTP routes (see the methodology for details). 

For data relating to the full 2022/23 academic year, this publication uses data provided by schools through the Year End Statement. Responses to the Year End Statement may be subject to revision. Final data for 2022-23 is expected to be available in April 2024. Data relating to pupil characteristics in this publication is based on schools’ responses to the School Census. These sources do not capture detailed information about delivery for each of the three NTP routes individually. Statistics for NTP in previous years included breakdowns by NTP route where available.

Estimates are broken down by region, local authority and school phase (primary, secondary, other) as stated in the publication.

Comparisons against the NTP statistics release for the 2021/22 academic year have not been included in this release because the underlying data sources have changed. Therefore, comparisons against figures in the previous release should be treated with caution.

These statistics are Official Statistics in Development. They have been developed under the guidance of the Head of Profession for Statistics and published to involve users and stakeholders at an early stage in assessing their suitability and quality. These Official Statistics in Development have been produced as far as possible in line with the Code of Practice for Statistics.

NTP Courses Delivered to Pupils in the 2022 to 2023 Academic Year

Up to 31st August 2023, DfE estimates that 2,060,618 courses have been delivered to pupils through the National Tutoring Programme in the 2022 to 2023 academic year. 

Course length may vary and individual pupils may undertake more than one course. Where a tutor delivered a course to multiple pupils, that course was counted once per pupil.

The number of courses delivered to pupils was not directly reported. Therefore, these figures are estimates based on data collected about the number of hours of tutoring delivered and the number of pupils who received tutoring. 

Estimates of NTP courses delivered to pupils in each region and local authority and to pupils in each phase are given in the tables below.

Hours Delivered to Pupils on NTP : 2022 to 2023 Academic Year

Up to 31st August 2023, DfE estimates that 23,799,136 total hours of tutoring have been delivered to pupils through the National Tutoring Programme in the 2022 to 2023 academic year. 

Course length may vary and individual pupils may undertake more than one course. Where a tutor delivered an hour of tutoring for multiple pupils, that course was counted once per pupil. 

The methodology for the number of courses delivered assumes a maximum length of 16 hours per course, therefore, the figures below are likely to represent an underestimate of the average course length. See the methodology for further details.

School Participation in NTP : 2022 to 2023 Academic Year

Up to 31st August 2023, DfE estimates that 70.8% of schools participated in the National Tutoring Programme in the 2022 to 2023 academic year. 

Based on the school census, it was estimated that 76% of schools participated in the 2022/23 academic year up to May 2023. Caution should be used if drawing comparisons between statistics within the academic year and for the entire academic year. It is possible that there are discrepancies between the input data available through the School Census and Year End Statement, and there are differences in the methodologies used to calculate volumes. Pupils Receiving Tutoring on NTP: 2022 to 2023 Academic Year

Overall

Up to 31st August 2023, DfE estimates that 1,422,359 pupils received tutoring on the National Tutoring Programme in the 2022 to 2023 academic year. See methodology for more details.

This section provides statistics on the characteristics of pupils receiving tutoring through the NTP during the academic year 2022/23 up to the summer School Census date on 18th May 2023.

The statistics on pupil characteristics are based on data from the School Census not the National Tutoring Programme Year End Statements submitted by schools.
